This is about an UNSIGNED document originating in Washington D.C. and not in US Embassy of Armenia, in the year 2003, at a time when US did not even invade Iraq or just did so. The origin of document is Negeroponte? or someone by name similar to that. Note it is unsigned hence of no value at all. But in the document they are requesting that Armenia Administration sign a document which if they had did they would have been self-incriminating. A signed document like that would have been shown to US Congress resulting in halt in aid to Armenia. All looks like a plot from the enemies of Armenians: Turkey, Azeri, Jewish lobby and others; to stop US helping Armenia.]]></description>
